Shilan Khalil Junaid

General Director of Educational Planning

Shilan Khalil Junaid is a seasoned education professional with a robust background in English literature and extensive experience in educational administration. She earned her Master's degree in English Literature from Salahaddin University in Erbil, focusing on symbolism in Oscar Wilde's works. Her academic journey also includes a Bachelor's degree in English Language from Mosul University, where she studied a comprehensive range of subjects, including drama, grammar, and translation. She has published research in reputable journals, highlighting her expertise in literary criticism.


Professionally, Shilan has held numerous pivotal roles within the Ministry of Education in the Kurdistan Region of Iraq. Since November 2021, she has been serving as the General Director of Educational Planning, where she oversees strategic planning and policy development. Her previous roles include General Director of Basic Learning & Kindergarten and English Language Supervisor, showcasing her versatility and commitment to educational excellence. Shilan has also been actively involved in teacher training, curriculum development, and educational reforms, working with organizations like UNICEF, the World Bank, and the British Council.


Throughout her career, Shilan has completed several significant training programs, including courses in administration, educational assessment, and inclusive education. Her international exposure includes training in Japan and workshops with the U.S. Department of State. She has led numerous committees focusing on special needs education, non-formal education, and national assessments, demonstrating her leadership and dedication to improving educational standards. Fluent in Kurdish, Arabic, and English, Shilan's professional skills encompass teaching, data analysis, strategic planning, and crisis management, making her a distinguished figure in the field of education.
